I don't need to wait for people, I AM calling it boring as f***. Drake's singing is monotonous. He has a very boring singing voice. The production he's singing on has to be interesting enough to mask that. Songs like Down Hill, Flight's Booked had effects/production that elevated his voice because they forced him to make an actual effort with his singing. Those two beats allegedly off the new album are mediocre as f*** with absolutely nothing happening in them and he just sounds like a nigga bored as hell being forced to make a song.
That's why many of the R&B moments on Scorpion fell flat - the production was too bare-boned to mask his monotonous singing.

I hate the singing on I'm the Problem, man. Just sounds like he's whining. I don't know why he loves using that flow so much. It only works on a great beat.
He used that flow on Who Told You and it worked because the beat on that song is incredible and he tried out a couple stuff with his cadences to make the overall verse interesting. On I'm the Problem, he sounds like a whiny child who needs to be told to shut up and sit down.
