No label has figured out how to market and utilize Pain since.
Plus he never evolved his sound. People all around him were pushing Auto Tune to new heights. Pain kinda seemed "old school" by comparison.

I think another reason that can be considered is the fact that he did "too many favors" for other artist (a lot of his biggest features and hooks weren't paid for, and instead agreed to do them in exchange for a feature on HIS records), and waited until he wasn't as popping anymore to cash in his favor card.
