They don’t. That tweet is saying you can fire a blank but some of the casing can stay in the chamber and then the next blank fired can shoot the casing piece like a bullet

He is saying that in the military when they train with blanks they put little covers on the barrel to stop any possible mishaps from happening (look at the tips of the barrels in the photo)
