Hip Hop was just beginning to shift into the southern influence during the time he died. Pac was already ahead of the curve working with Scarface, Master P and even used some southern sounds on his last album (No More Pain). I think he wouldve naturally evolved with the culture while staying true to himself and his roots.
He wouldve had major hits all the way up into the mid 2000's before fully transitioning into acting.
Based on his journals he was already talking about breaking away from Death Row, going into film and even starting his own restaurant and record label.

Too much legal issues. No rapper was truly ever able to maintain momentum much longer after consistent legal issues.

Jay, Em, Kanye, Drake, Kenny, Cole, etc had their longevity cause they were never being locked up at their height.

Wayne is like the only debatable one and even then his dominance faded quick as hell after early 2010s cause of that stuff. TC5 was a nice comeback for a brief time but the fall off has been insane.
