Satsuki had just rebelled against Ragyo, and Ragyo is trying to break her by stripping her of her clothes, power, and dignity, so the shame and humiliation will make her turn back to clothing. Clothing, and the lack thereof, and what that means to the characters is literally one of the biggest themes in the show.
