Views has a lot of highlights but this is very true. Too much filler for such a good album.

I obviously don't think any Drizzy album is "bad", nor do I think Views is but this just didn't hit the heights for me as an album but it did have those "highlights" as you mentioned, but after the leaks and lead up we had to the album, never really got me going back for full relistens like any album pre/post Views.
