Mixtapes will always be seen as lesser than an album because there's less pressure on the artist to have hits and sales. So the artist isn't really recording and releasing the music under the same circumstances. A mixtape flopping is whatever, but an album flopping is potentially career ending
Or maybe it's just a legacy thing from the time when mixtapes were done over other people's beats

Maybe not sales, but people are more likely to listen to an album than a mixtape. Like I've spoken to people who haven't listened to The Warm Up, Friday Night Lights, Overly Dedicated. Probably a lot of people out there who never heard Faces until it dropped on streaming recently. So if an artist can deal with the pressure of the world's eyes on them and still drop a project that's regarded as a classic, it's more highly regarded than doing it on a mixtape
And J Cole is a good example of how it affects the output of the artist. FNL didn't need to have a Work Out. And between FNL and CW:TSS, one of them is universally considered better
