They bet on the wrong characters and projects.
Should have dropped the Fantastic Four movie earlier, dropped another Doctor Strange movie, recasted Black Panther and have another Shang Chi project ready. A couple other changes and they'd have a strong set of leads ready for these movies.
The problem post Endgame is that the characters at their core just aren't as iconic as the OG cast and they don't even appear that often, leading to no connection being generated between them and the audience. There is a general quality decline of all the projects too.
Just take Thor pre-Endgame for example.
Iconic character, appeared every other year keeping audiences engaged in his story and the only dud overall was Thor 2, rest of the movies were entertaining at the very least.
