They bet on the wrong characters and projects.
Should have dropped the Fantastic Four movie earlier, dropped another Doctor Strange movie, recasted Black Panther and have another Shang Chi project ready. A couple other changes and they'd have a strong set of leads ready for these movies.
The problem post Endgame is that the characters at their core just aren't as iconic as the OG cast and they don't even appear that often, leading to no connection being generated between them and the audience. There is a general quality decline of all the projects too.
Just take Thor pre-Endgame for example.
Iconic character, appeared every other year keeping audiences engaged in his story and the only dud overall was Thor 2, rest of the movies were entertaining at the very least.
F4 was always that element you needed to introduce relatively quickly after Endgame and i think they just assumed they could drag their feet on this. Like everything they've been planning for years now have hinged on F4 villains or stories with heavy F4 involvement and now they're kinda caught having to make stuff up because they didn't prepare.

I never understood why F4 wasn't ready to go after Endgame. Feige knew with decent certainty that the Fox deal would close meaning he should have had a napkin list of the cast, main plotpoints, potential directors and writers. Deal closes, ball officially gets rolling same day, and the movie is out Nov. 2021-March 2022. Even with Covid, it probably could have made that.
Thinking about it more, I am coming around to the idea of the New Avengers facing a multiversal Masters of Evil made up of faces from the past.

Would be funny if the first like 30 minutes of this movie dedicated to the Young/New Avengers team being recruited, and then they just get absolutely cooked in less than 5 minutes by the evil OG Avengers
Evil OG Avengers has got me interested again but I can't help but laugh at the fact that they gotta bring back the OG cast in addition to the IW/Endgame directors to get people hyped for this
