I don't think there's anyway you can deny that from a musical standpoint. That song was pushing all of music forward not just rock, but it's difficult to compare that to Dylan since his music was more folk and traditionally rock based.
He was still groundbreaking of course though. Stuff like Tombstone Blues was pretty jarring at the time...I've seen critics even call that proto punk. Not sure if I agree entirely but I get where they're coming from with that driving drum beat, gnarly guitar playing and that sassy "in your face" vocal delivery

Yeah almost everyone from this era has been called proto-punk by somebody at some point but I feel like Van might have come closest with Them which is funny and fitting because he probably gives the least f***s about getting any sort of credit

My top 5 would be Kinks - Face to Face, Beach Boys - Pet Sounds, Stones - Aftermath, Beatles - Revolver, Dylan - Blonde on Blonde
It’s tough to be definite because they’re so hard to compare against each other but I do know that if I contrast front to back enjoyment, Dylan would be behind the other 4; maybe ahead of the Stones.
