Essentially China wants a uniform society and the Uyghurs (a muslim group on the Western end of China) want to keep their identity. Both groups have been pushing each other and with the rise in global terrorist events over the last 30 years in the name of radical islam led to China deciding to imprison the entire ethnicity.

i think it's mostly propaganda but i don't doubt that China sees the attacks happening in Western states and isn't factoring that into their decision
