I mean Ludwig knows Travis, so there's a pretty direct connection for Nolan to know him there. And Travis also used IMAX cameras for one of his music videos and consulted Nolan the same year that his music was used in Tenet IIRC. I don't think it was a studio move for Nolan to cast Travis - Nolan loves doing little hidden "cameos" of collaborators from his filmography.
