To burn the Amazon? I think that's a logical leap. Not wanting to dedicate resources to protect something doesn't mean he'd want it's destruction. You also mentioned that he claimed NGOs were attempting to set him up. This article suggest something that gives credence to that theory.
While it is possible that Bolsonaro himself did this to benefit himself politically, we don't have information that suggest this is the case.

No, Bolsonaro has been waging a war against the organizations protecting the rainforest and all the ngos supporting their cause. In 2018, he said also said that if the world wants to protect the amazon, they better pay us. Also claimed that the indigenous people are behind the destruction of so many areas in the rainforest.
This man accused the firefighters for starting the fire. He’d do anything, but holding himself and his government responsible for the mismanagement of the rainforest.
