It has everything to do with changing races, the only recent solo films are tied into the Marvel and DC cinematic universes and are either associated with Avengers or Justice League. Did you think they would make a movie about Mr Terrific for that? There are established black characters who play significant roles in the movies and they are working on making more films for them. Black Panther was the first. My main point which you ignored is that there are black characters in leading roles on current comic shows which he is ignoring and they also don't have black in their name
