I believe CS50 is pretty good. It's a little all over the place, but a fine place to start if you want to explore CS.
If you want to do web dev stuff specifically, I would recommend the Odin Project, since that teaches everything you need foundation wise

We never actually had to write a research paper for this class, for the annotated bibliography we wrote a paragraph summarizing the source then a paragraph about the notable contributions, anything they missed, and what future research might look like. The bibliography was not cohesive and the other assignments were focused on rhetoric not research so I don't think I have anything that looks like what your school wants.
Do they have writing samples from previous semesters you can look at?

I have no experience with programming but i've been flirting with the idea of trying to teach myself Python, ik the best way to learn is by working on projects but is looking at other good programmers code also a decent way to learn? Just going through what every line of code does and getting insight on how they solve problems etc?

If you start your own projects there's no way you won't do both. You'll hit a wall where you don't know how to do something and will have to check on google/stack overflow.
Then you'd need to not only copy paste, but try to understand what you're trying to implement and get rid of some pieces you don't need.
spend a day reading over some of the basic syntax/ trying the exercises on here up till functions, then try to do some stuff on your own.
