it would have passed but roughly 4-6 republicans didn't vote. the vote was otherwise mostly along party lines; democrats gave bullshit reasons. the real reason is obvious - they don't want republicans getting the full credit for revitalizing the economy (and vice-versa). It's why Pelosi told the house not to vote for anything from republicans. Something will eventually get passed.
