The rationale is these countries don't have the facilities to produce these vaccines (as if Bill Gates is the authority on that), ie just good ol white savior framing of a blatantly colonial policy
The real reason is Bill Gates always lobbies for strict intellectual property restrictions, not in the least because he kinda got all of his wealth thanks to that
