The Chinese understood that their economy was going to tank because of the virus, but rather than let that happen they chose to allow the virus to spread - by waiting too long to halt flights, by having lax standards, by grossly underreporting the number of infected and dying, because they knew that the economic hardships they would encounter would be mirrored around the rest of the world, particularly the USA. They chose to let everyone go down in flames rather than try to contain the virus.
