this game pushes the most powerful PCs ($3-4K) to their max with some dips and PS4 base still gets 30 fps inside sometimes even if its with low settings. Im impressed that this game ever gets over 20fps on hardware that was basically outdated when it came out (2013!) and the new patch already made the game a lil better on base ps4
when Digital Foundry compared it to GTA V on last last gen (ps3) which has very similar performance it was eye opening tbh didnt see nobody screaming that it was unfair or scummy back then
the problem is they advertised it all last gen (ps4) making people get in their minds that they could play it on last gen (ps4). Well the devs said themselves it became a next gen (now current gen) game over the course of that time so i dont know why people expected it to run well on ps4 and xbox one
did yall ever play games on ps4? Bloodborne, Just Cause 3 & 4, Dark Souls, etc. all significant frame drops from 30fps maximums on base models and those are last gen games. Cyberpunk is 10x as ambitious as those games and they said themselves it became a next gen game

Difference between gta on ps3 and cyberpunk is that gta only had fps issues
Cyberpunk has low fps + terrible pop in + texture issues
