Nicolas Cage did an AMA yesterday and was asked if he'd been in touch with Lynch recently. Cage said he wanted him for a role in Massive Talent but Lynch declined saying he had concerns about COVID and didn't want to leave his house. Filming for Massive Talent took place in October 2020.

Maybe Lynch filmed whatever this is recently, but that seems unlikely considering Lynch has notoriously long shoots and even longer post productions... plus you know COVID is still a thing.
Maybe he filmed this prior to that, maybe the Netflix series got further along than we thought it did before it was pulled and it was repurposed into a film rather than a series, wouldn't be the first time Lynch has done that.
Maybe this was filmed earlier than anyone thinks. There were rumors, albeit small ones back in 2019 about Dern working with Lynch, everyone assumed nothing came of that but maybe something did.
Maybe he lied to Cage because he was already working on something else. Or maybe Cage lied in his AMA because he didn't want to reveal the true reason for Lynch turning him down, but why would either of them lie? Cage could've just not answered the question.
Maybe this is something old old. Lynch has a lot of unrealized projects, maybe one of them got realized during COVID!
Maybe this is something he was able to make remotely, similar to the short films he posted on his Youtube channel.
Maybe it isn't Lynch.

The feature could either be a standalone movie that the “Mulholland Drive” helmer shot under the radar or an extended pilot of his upcoming series “Wisteria” which is rumored to star Lynch regulars including Laura Dern and Naomi Watts.
Most surprisingly, according to two well-informed sources, there will even be a David Lynch feature film which has been completely off the radar and stars Laura Dern — either as a cameo or a supporting role — along with some other Lynch regulars.
