Strictly beat production skills I think its Quik pretty easy but with Dr. Dre you have to factor in his ability to scout new rappers and executive produce entire albums around them and create very in depth soundscapes. Also he used people like Mel Man and s*** to help as well, he really knows how to round up talent.
