They're insanely massive compared to water sitting at let's say 145 million views on youtube

That's a hit, but it's not playing in the same ballpark as the other two you mentioned

Artists are usually deep in their bag (momentum) when they can synthesize a song like that. Sure you have your The Box's and Waters but what artists out right now have such musical momentum as Abel at the time of Blinding Lights? Exceptions aside, that's where the real mega hits usually come from

The weeknd song had about 350-370 million in the time frame of 2019-2020, granted video dropped mid November

Bad bunny's song is even more insane considering that s*** almost has a billion after not even a full 2 years

Now idk if you just put those in the upper echelon or if anything else has to meet those same highs to get in the club

This is also another great point. Drake has turned away from pop-leaning singles this decade whereas on every album of his in the 2010s he always had at least one single that was either pop or R&B leaning (Find Your Love, Take Care, HOWGH, One Dance, Fake Love, Hotline Bling, Nice For What)

He hasn’t done that at all this decade, which is maybe another reason why his songs don’t have the same reach as they used to
