Doing a Russian accent is funny. Doing a German accent is funny. Doing a French accent is funny. By that same logic doing any other accent can be funny.
Obviously you can look at the situation with some nuance and say that historically non-white people were imitated to be mocked and dehumanized in some way, so with that in mind it can definitely be in bad taste and offensive to do an accent but it's still not inherently racist.
If you're intention when doing an accent is simply to laugh at how strange the English language sounds from a phontically different dialect everything is fair game.
If you're doing European accents to the same effect and poke fun at that why is it racist to do so with other groups? Unless you think that any imitation is inherently rooted in dehumanization, accents done without ill intent can't be called racist.
I'm Asian and mocking Asian accents has been a sensitive thing for me my whole life because when I was young people in public and even service workers would treat my parents like s*** for speaking with an accent. When people mock an Asian accent it actually does feel racist.

Not inherently but most people don't have the sense of humor to do it in a tasteful way and it just becomes a cheap mockery

I can definitely see why in the current cultural context people doing Asian accents is often rooted in some sort of racism.
The line is definitely thin when it comes to doing accents like that because you can have some sort of subconscious bias/reason you feel comfortable doing an accent like that and not know it. That's why I still consider that sort of s*** in bad taste. Still wouldn't say that sort of stuff is inherently racist.

Yes they're not inherently racist but unless you're Robin Williams funny and know the joke will hit I wouldn't go there. Most accents by regular people are s*** and end up coming off as racist just by how ignorant they are of other races. You have to really study other people to nail them
