We don't know what the full story is. He's from a planet that saiyans rampaged on but didn't finish the job because they were recalled back to planet Vegeta by Frieza to be exterminated. Bardock wasn't apart of it. Plus that doesn't mean anything. That happened over 30+ years ago. That's enough time to train and become stronger he also has OG73

I mean it was to be expected that once Frieza was revived he and Broly would eventually become reoccurring characters. I'm cool with it. Frieza not being good gives Goku and Vegeta a reason to not stop training.

I'm loving that Ultra Instinct is the technique of the angels and that it's different levels to it. So Goku will eventually become stronger and stronger. BUT there is a opposite of Ultra Instinct that the Gods of Destruction use instead of being gentle of the heart GoDs "Selfishly steal it" so Vegeta will go that route. I love it.
