I think they want to avoid the words like final because it was hinted that Gohan will eventually advance this form. So calling it final would be redundant and stupid if it's not actually the final form.

Depends on how the next arc is going to go. I think the Granola arc was made with DBS: Super Hero in mind as the manga and the anime now revolve around each other. Vs two separate continuities.
