Honestly cyberpunk is pretty close, maybe with a bit of outside exploration outside the city as well and 3rd person camera and the option for legit somewhat in depth melee combat
I would ideally want an expansive branching story where little decisions can change the outcome pretty drastically and I'd want gameplay to be like metal gear solid 5 just in the sense that you could approach situations however you want with plenty of gameplay options even if they're wacky.

A mafia game, open world, you have to live by the rules of la costra nosa and are always set in NY, main story is beef with Jersey mob
