I think the songs fit in well within the chapters on the back cover of the album so there is direction. IMO its down to some of the songs being 'okay' and not really exceptional

It literally has a clear direction and theme. The production, the lyrics and whole concept of the album. "A muse in her feelings".
If you listening to the lyrics he is singing about a girl/muse that is in her feelings.
He even starts the album with saying he is no good at love, to her.
Then "Friends". She should not listen to what his or her friends are saying. I could go on breaking down every song and how the story goes... but the whole album is like a conversation to a girl in her feelings and about a relationship between them. The album then shifts and towards end he is asking them to get back together. Hence the song "... Again".
It is a story about a break-up. Being in your feelings. The middle-part of the album with songs like "Dangerous City", "No cryin", "So What", "Outlandish" etc. Because what do most people do after a break-up? They go out, even if they are miserable inside.
But then you often come-down. Might be realizing that what you had was pretty good but ended for various reasons, and you want her/him back. Hence the later part of the album shifting towards that if you listening to the content of those songs. Falling in love... again.
It has a very clear direction and was easy to both hear and see. If you truly listen. Sometimes yall be saying things a bit too quick, I feel like.
