Considering the telco probably can already filter your data and know what tower you're connected to when you're browsing. They already have some form of this a long time ago. I assume they just want the GPS data from the location services.
I know Calix has a cloud app to find things easier like that called Marketing Cloud and it lets you know when customers browse competitors websites, run speed test, etc.
