usually those guys are on their 4th/5th account though. twitter doesn't do IP bans, there's nothing preventing them from just creating new accounts. those accounts always get banned eventually, so I don't see how them just existing is proof of anything. keep in mind it is in their rules to prevent new accounts post-ban, so it's just a matter of if they can find them or not.
