That sort of mindset is why people will never consider him the best. Because it doesn’t f***ing matter how many syllables he can rhyme or how many crazy flows he can do, none of that matters if the music itself is subpar, and a majority of his music has been for a long time.

Your job as a rapper (especially a mainstream one) is to make good/great rap music that is both enjoyable on a strictly listening perspective and is also engaging lyrically. That's why it's so tough being a mainstream rapper who is skillful and successful because you're basically forced to do a balancing act to achieve that.
That's why niggas who wanna be straight spitters stick to freestyles/battle rap where THAT is what's appreciated the most - the technicality and the lyricism of it all.
It's also worth stating that making enjoyable music is an art in an of itself. If it was that easy to do, people wouldn't have a tough time doing it consistently.

Not to turn this into a Drake discussion but people tend to dismiss Drake like all he's good for is numbers like he didn't become so consistent with putting up massive numbers because he makes good music.
Also, music people legitimately think is trash is never worth having debates over. That's just the truth. Drake is the one rapper who can drop an album people claim is the worst thing ever but give it a few months/years and people are still talking about it/changing their initial opinions about it. No, Eminem has charted on the Billboard 200 for more weeks than Jay Z and Nas combined. The difference is that they make way better/more engaging music than Eminem and it's not close. Eminem doing numbers doesn't take that away the fact that no one ever talks about his music beyond the first week and his music hasn't been engaging in decades.
