Yes his albums are still sold on shelves but obviously there is more convenient and cheaper alternatives to listen to his music legally so it makes sense people would choose those alternatives.
Eminem’s early 2000s sales aren’t any more “impressive” in the sense of how they were sold. People are always going to listen to music, they only put more effort into obtaining the music then because there was no alternative choice.
