Rain Dogs is a good place to start. The album he released before and after work as a cool trio.

I love Mule Variations, it’s one of my favorite, it has accessible songs (Hold On was used on Walking Dead) and it covers all of the faces of Tom Waits through out his career, you get the raw bluesy stuff, the weirdo parts, the piano ballads and the jazzy stuff that Fiona Apple takes from, and it’s from 1999 so the production might be more modern than the other recommendations you’ll usually get from his catalogue
His first album Closing Time is very smooth too, jazzy but more acoustic than his other albums with the great I Hope I Don’t Fall In Love With You
If only up to me tho I think his greatest piece is Swordfishtrombones, I love Bone Machine too (it has the song I Don’t Wanna Grow Up that Ramones covered)
In general people will either tell you to go to Rain Dogs and Closing Time tho, but yeah that’s my two cents on it!

Before making his first album Tom Waits recorded more beautiful acoustic songs he never used that are among my favorites

(he did use this one actually as a single years later and made it more jazzy tho, but it doesn’t beat the original)
So great that even Scarlett Johansson went out her way to record an album that is just Tom Waits covers, and even had David Bowie on it, god bless
