as others said, you could do foster homes, group homes etc.,
But not sure why you would just be dismissive of having the sponsors ready lol as if its some impossible goal

dotMbecause they dont really know who these kids are. i wouldnt want to adopt a kid that i dont know a little history about them
you dont need to go full adoption, just have friendship programs to help kids and promote those to integrate them into communities
just having someone outside your foster home to talk to can go a long way if ur some kid on ur own

usa is running up debt trying to keep up now, they cant afford to handout shelter and other needs to people that just cross the border to get away from troubled places.
