No there's not really a definition it just means cool/good to the person using it. It used to be used by distinct groups which had their own consensus of what is good or cool, and they gave the word some baggage, but now that it has spread everywhere it's just an adjective.

Meanwhile it feels like anything from outrageous to simple is called “based” and the use of the word has the same tame effect.
"Based" derives from the derogatory term "Baser" or "Base Head"
