But tbh I think it makes sense . Her mentor was Viserys and he was very notorious for being a huge pacifist and was also seen as a pushover.
He also never spent time really preparing his daughter for leadership.

And whenever he needed violence to solve something, he’d just have Daemon do it. Which is exactly what Rhaenyra is doing . I just think she had a poor mentorship and never truly learned how to be an efficient leader
