They're just trying to keep it accurate. If you know small groups are manipulating your numbers wouldn't you stop them? If you let them keep going you lose credibility and I think Billboard cares about that the most. Adding shirts and collectibles makes it less about the music itself and more of a "who has the biggest brand" competition
