all of the above, the embargo has cost cuba billions since it's inception. but it's pretty safe to say much of the blame with food insecurity and stock lays on the government.
cuba has some really favorable conditions for farming that are unique to the carribean. almost 30% of the land is arable, but the government lets almost 1/2 of their arable land go fallow. the inefficiency is wild.

i don't see how, one is more to blame for than the other with regards to food insecurity. especially since the 2000s. US gives them about $200-300 million annually in agricultural and food sales, which includes farming material like fertilizer, seeds, and pesticides.

You would be a legit moron if you think the brutal sanctions on Cuba are not the main problem there.
They were literally installed to cripple the state and force people to overthrow their government.
Yet after all these years, people in Cuba still support their government. If you continue to support these sanctions or think they "do nothing" then you are just lying to yourself or just completely immortal

Cuba can freely trade with US allies, the embargo means nothing in the end, would it help if it was ended? sure, I guess they'd get some American products, get help from American businesses? but in reality if things were ran right they'd be fine trading with literally everyone else
