OK OKacne (on sale) is pretty much optimal quality, apc is also decent
Other high end designers may have great quality but you need to find steals for it to be a decent ratio (talking about rick for example which was listed earlier).
Some smaller designers/brands also have great quality for the price, i.e. Ami paris
Past that, for high fashion you aren't only paying for material quality but the design process behind it. Which is why balenciaga, haider, etc. will still have extremely high price tags even as "steals". For example, people say Haider hoodies are perfect and his qualities insane, but I doubt I would find anything below 700 USD for a hoodie.

The basic clothes like t-shirts and hoodies from the high-end designers will almost never be worth it, because the alternatives are cheaper and differ not heavily in quality. People buy these things to flex.
Much of the other stuff designer brands make vary in quality as normal brands, but I would be careful of clothes that are not made from natural fibers.
