Edit: in terms of pushing the culture forward. PAC and Big died and gangsta/bling bling rap still kept flourishing for another 5-7 years.

X potentially could have, though if was going to get locked up that'd have killed that for a few years at the least.
Juice was popular, but the whole plane situation still would've gotten him locked up for years.
They had potential to possibly become that sure, but they also had a lot going on that would've put ever becoming that in jeopardy.
The whole "what if" s*** people do with dead artists just reads like fanfiction and there's still plenty of people making music that are creative, perhaps you just aren't aware of them.

There was absolutely no ceiling for those three. Now we're still stuck in this boomer wave where people are still bumping Cole, Drake, Kendrick and acting like they still the biggest stars when that isn't the case whatsoever.
