I think a crucial part of biggie's and tupac's cultural significance that mel is missing is that they fit inside the norm of what hiphop was at the time (especially how they were rapping in respect to their area).

Kendrick, and to a lesser degree Eminem, are/were making music that does not reflect what most rap music sounds like. A majority of rappers are not lyrical and it is the culture as a whole that influences people to make music in a certain way. kdot and eminem are anomalies and I believe their less than stellar list of influence reflect that
