Soul beats werent even that common until the 2000s. Soul samples yea but they were more often than not contorted into something gritty. Funk and Jazz beats were more dominant in the 90s.

Trap drums hadn’t fully matured at that point and seem very simple and cheap sounding compared to what came a few years later. Even the patterns were mostly simple, Them 4 to the floor snares sound like such a product of the time
The instrumentation also played a huge part. VST soft synths were still kinda in their infancy, They sounded extremely cheap and cheesy. They also used a lot of 1 shot type samples of live instruments. The actual programming was also really simple, This was the transition of hip hop mainly being sample based to producers actually writing chord progressions and Melodies themselves, obviously there was producers already doing that but this is when it became an easy thing to do without buying expensive keyboards, So naturally it led to guys without the musical chops of someone like Pharrell still composing original stuff

Disco, Funk and Jazz were the roots of hip hop . Started as dance music. listen to how different production was before 36 chambers. Im not debating further with you though cause all youll do is dance around the points being made
No true hip hop classic sounds dated. Timeless music is timeless. Illmatic sounds fresher than anything dropping today. Y'all just fried by them 808's and trap beats lol guarantee this last decade of trap dominated hip hop will age poorer than any era before it
