Judging by his demeanor in OP he probably freaked out and said some dumb s*** when he got pulled over instead of being respectful and apologizing. Likely could’ve gotten off with a warning

Was it raining enough for your windshield wipers to be on? Depending on your state's law you may be able to get out of the ticket by arguing that it wasn't (if your wipers really were off), or if it's your first ticket.
My buddy got pulled over for that exact reasoning a while back right after the law went into effect. I think in that case they let him off with a warning. He was surprised and confused. The law does make sense, though - clouds and rain make it harder to see people on the road, so your headlights should be on
