I am trying to plan ahead for next year around this time.

It would be a birthday trip even though my birthday is in July. I think I'd rather go to either place during fall although most of my travel friends say if I go to Japan go during the spring.

Just looking for insight from anyone here who has been to either or even if you haven't just your opinion.

Depending on restrictions at the time really. Europe was really easy to travel in between countries to get a more culturally broad experience, however that is difficult right now as some countries have strict quarantine rules. So if restrictions are still in place then do Japan, Japan in fall is nothing to sniff at.

Biggest mistake was not going when I had the chance in college

Japanese language ability is not a problem unless you plan to venture outside of the major cities

Anyway, when Japan will open up for tourists again is very up in the air.

I do think they will be open for tourism by July in 2022, but for reference they aren't even letting in work/student visa holders at the moment and have not announced any plans on when they plan to even slightly ease entry restrictions.

If you want a safe trip, Europe is your best bet, as the Japanese government is very unpredictable on everything border/entry related.
