It was always like this since I moved in a little over a half a year ago but it would be for brief periods of time and then it would go away. For some reason when I woke up this morning the only thing I could hear was extremely loud footsteps and it has not gone away.

yeah and sometimes you gonna hear the TV too. What I do is I get my swiffer and pound the ceiling furiously and your neighbor will get the picture

in college but they were new
so the it structure didn't really have any wear on it
it wasn't loud
this is an older building

also i've gotten into a habit of sleeping with rain noise + ac which drowns out any noises

like picture someone taking a 15-20 pound dumbbell and dropping it midair
this once every 10 minutes
it stopped now tho

Doesn't sound very normal from my experience
