I'd say TPAB would be closer but it's not as an enjoyable listen as MBDTF.
I'd say it's just as enjoyable, and it's actually quite a versatile album. Only flaw is it doesn't have Jay-Z listing monsters in it.

I think it boils down to that. Kanye is better musically but I do think Kenny is better lyrically

This reminds me of the Jordan and Curry comparisons that used to happen back in the mid 2010's.
Curry is objectively the best shooter of all time but Jordan's a more well rounded NBA player who checks off more boxes in different categories and his highs were grander.
Similarly, Kendrick is objectively the most consistent rapper of all time with not a single dud to his name but Kanye's 2004-2013 run is VERY unprecendented for hip hop when you combine the consistency, quality, commercial success, and impact/influence. Also, Kanye's work on albums like Blueprint, Be, etc. solidified him as well even though those technically aren't his albums.
Kendrick is great and he's in my top 10 OAT but Kanye's music just covers more ground than him and shows more levels of experimentation and innovation.
Lowkey, I think TPAB is Kendrick's only truly experimental album since he's one of the few mainstream rappers to incorporate live Jazz/Funk for a whole project.
But GKMC, as classic as it is, is pretty derivative. It's like a West Coast Illmatic or Food & Liquor with more contemporary production. DAMN has a great concept to it but it's not particularly distinctive outside the theme itself. MMTBS is dope but I literally hear Kanye's influence all over that project in a nutshell.
Kanye, as problematic of a person he is, is a once in a lifetime hip hop artist. He's just built different from others in terms of artistry from other rappers.
Of course, Kenny's a WAY better rapper than Ye so he'll always be ranked higher as a lyricist/straight rapper than Ye and be debated with the likes of Pac, Nas, Jay, Wayne, Em, Biggie, etc.
