In the underground and Indie scenes? No. There's still many new ideas and sounds being explored and creative projects getting made.

In the mainstream? Absolutely. You know new generation mainstream rap is cooked when Vultures 2(one of sloppiest rollouts OAT) outsells most new gen rappers fw or when Travis is able outsell the entire rap game fw with a decade old mixtape.

Not a good sign at all. And it'd be more forgivable if the new gen mainstream acts brought as much creativity, timeless albums, and talent to the game as past superstars. Rn, mainstream rap is becoming stale and redundant and it's the established and Indie rappers still doing a lot of heavy lifting.
