People got different definitions of "legend" seems like. All I'll say is that you're bound to see MJ in a history book. The same can't be said for Weeknd, as great as his music might be. MJ's music pushed and molded the culture at a time where music and culture was much more centralized, nowadays you can listen to anything you could possibly want so that same level of cultural influence simply isn't possible.
