when you say modern would that include like 95-2005 or even 2008-2012?, or do you strictly mean like last 2-3 years I mean animal collective's merriweather post pavilion came out in 2009, and fishmans's long season was 1996, and the flaming lips were active late 90s and early 00s.

abstract lyrics, different variety of non standard instruments, creative genre bending and clashing, general feel unpredictability and weirdness, interesting use of studio effects, album art.

I would categorize all of that under neo psych type of music and i kinda clarified that in the other comment. Animal collective does have a good deal of psychedelia though, especially their earlier stuff and way more than the other two. Modern meaning right now or in what form it’s taking in certain movements and sounds and kinda outside the realm of psychedelic leaning indie
psychedelic music mimics the effects of taking psychedelics so it’s really characterized by making you experience “auditory hallucinations”
basically just music that’s supposed to f*** your mind
usually this includes the use of panning, flangers, phasers, distortion on guitars, filter sweeps, and a lot of delays, especially on vocals. also a lot of weird “textures” added to the music like white noise or natural sounds like the ocean or the woods for example

yeah tame has always been my fave. i've been lucky enough to hear some lonerism live too. i just feel like lots of music can be called psychedelic depending on the user. that's why i'm wondering what characteristics are concrete to psychedelic music

The whole point of the genre is to be a crazy sounding as possible so there is no concrete definition
For me the absolute best psych albums from the 60s all sound distinct and unique but fall under the general description of trippy
