You're obviously too young to remember the status of Usher around 1997-2004. CB has never reached that level of success or fame. Confessions sold 14 millions in the US alone and he was arguably the biggest artist in the world when that album peaked. Chris Brown's status in R&B is higher than it should be due to the fact that he's been active during the "not-at-all-golden-era of R&B".

Chris Brown really was on an international superstar level at some point. I don't care much for the nigga, but that whole EDM era he had was HUGE for raising his profile.
