Walt ignored him and instead had a toxic father-son like relationship with Jesse
The distinction of him trying to literally control Jesse’s lives but truly connecting with him emotionally unlike with Walt Jr with eventually Walt Jr changing his name to Flynn to disconnect from Walt
And also it was important to show Hank’s softer side, him being a better father figure to his son in law and actually being there for family like Walt always pretended to be
He didn’t “create” Heisenberg like Chuck created Saul but he’s important can’t just call him a character with no meaning
